Marc Guerrero, ELDR Party Vice President, and CDC (Catalonia) Board member, calls on European governments to jointly defend the Community's principle regarding human rights and civil liberties at the European Union - Latin American and Caribbean Summit. In the face of the Spanish Government's intention of taking advantage of its rotating presidency of the EU to abandon the Common Position and substitute it with an bilateral agreement, Marc Guerrero pointed out that the Common European Position, approved in 1996, establishes that relations with Cuba should not be normalized until there is evidence of a fundamental improvement in the community principle of respect toward human rights and civil liberties. "It is evident that over the last few years, far from improving, the situation on the island has been worsening. We only need a minimal degree of contact with dissidents and the families of political prisoners to understand the level of cruelty of the Castro dictatorship. What is more, this worsening situation has been made public in recent reports from numerous international organizations." According to the prestigious Cuban Commission for Human Rights and National Conciliation, worthy of numerous international awards in defense of human rights and civil liberties, the number of people detained over the last five months was 93 in December 2009, 117 in January 2010, 235 in February, 83 in March and 162 last April. In addition, other factors must be taken into account: the international impact of the death of Orlando Zapata, the circumstances in which it occured, and the situation of the political prisioners in Cuban prisons. Guerrero stated, "In the face of the numerous attempts by the Spanish Government to modify the current situation by softening relations with the regime, once again Europe must give a solid and clear response. As Europeans, we cannot look the other way. Moratinos wants to confuse the Union, showing satisfaction on the part of the Spanish Government for the evolution of Castroist policies. But what improvement are we talking about? No one in Europe believes that the situation in Cuba has improved, because the reality is that every day that goes by, it worsens." According to Guerrero, the European Union - Latin American and Caribbean Summit that took place in Madrid should be a way for European governments to clearly manifest their commitment to the values of democracy, civil co-existence and solidarity, while giving support to all those fighting for these values on or off the island of Cuba.
