With 338 votes in favor and 131 against, the resolution condemns every act of violence and urges the Chinese authorities to give UN human rights experts and international NGOs access to Tibet without any restrictions. Whereas the Memorandum on Genuine Autonomy for the Tibetan People, produced at the request of the Chinese Government and presented by envoys of the Dalai Lama at the eighth round of talks in November 2008 in Beijing, respects the principles underpinning the Chinese Constitution and the territorial integrity of the People's Republic of China, but was rejected by the Chinese Government as an attempt at 'semi-independence' and 'independence in disguise'.  

Amid the 131 votes against the resolution seated the core of socialist MEPs, still blocked in a "no access" area with China. "Human rights or political alliance with China" ? is the question liberals ask socialists. Maybe this could really be for them the right moment to go ahead and break with the past and make clear their positions on human rights and self-determination of people.

Following the passing of the resolution, hundreds of Tibetan flags adorned the hemicycle of the Parliament in Strasbourg.

Cappato called upon Commission President Barroso to meet Dalai Lama "on the trail of truth". "Who's right?" Cappato asked. "Is Beijing right affirming Tibetans are violent, terrorists and nationalists; or is Dalai Lama right, pursuing dignity and respectable autonomy?" he concluded.

A hearing on the negotiations between the People's Republic of China and the envoys of Dalai Lama are planned for Thursday 31^st March during the Parliament's Foreign Affairs Committee.
