Resolution: on the issue of Northern Cyprus The ELDR Congress Notes that the UN plan for a “Comprehensive Settlement of the Cyprus Problem”, also known as Annan Plan, failed to gain the necessary support at the simultaneous referenda held in Cyprus on 24 April 2004; Notes that the Turkish Cypriots approved the above-mentioned initiative by a margin of two to one, while the Greek Cypriots rejected it by a margin of three to one; Notes that on 1 May 2004, Cyprus acceded to the European Union, as a de facto divided island that does not allow to the Turkish Cypriot community a full participation in the international decision-making process nor the development of a self-sufficient and sustainable economy; Underlines that in 2004, the UN Secretary-General, reporting on his mission of good offices in Cyprus, expressed his hope that the Members of the UN Security Council “can give a strong lead to all States to cooperate both bilaterally and in international bodies to eliminate unnecessary restrictions and barriers that have the effect of isolating the Turkish Cypriots and impeding their development”; Welcomes the repeated statements issued by the Turkish Cypriot community in which they have expressed their clear desire to live within the democratic and federalist framework of the European Union in a peaceful and political relation with their Greek counterpart; Takes note positively of the increased number of Special Representative Offices that Northern Cyprus has opened in Europe as well as Middle Eastern countries to establish public, economic and financial relations with countries with different political and religious backgrounds; Expresses its concern by prosecution of the international embargo imposed on Northern Cyprus by the international community for facts related to more than 30 years ago and by the lack of international attention on the consequences that such a blockade is provoking; Welcomes the economic development in the northern part of the island despite the dire situation in which the Turkish Republic of Northern Cyprus has been forced by the embargo; Urges the European Union to re-launch the process to seek a Comprehensive Settlement of the Cyprus Problem through a high-level debate under the auspices of the United Nations and in the meantime calls to put an immediate end to the economic blockade that is undermining the welfare and well being of hundreds of thousands of people living in the northern part of the island. |
