RESOLUTION ELDR CONGRESS IN BERLIN 18-19 OCTOBER 2007


Resolution: Human dignity is a human right
The European Liberal Democrat and Reform Party, convening in Berlin, Germany, on 19 October 2007,
- Believes in a society built on the liberal values where its citizens are free and with the same rights. A strong protection of the human dignity and an intensive work for human rights creates ground for a continued rule of law and an effective judicial system;
- Believes that individuals are our most important assets. In times of rapid technological development it is even more important to find instruments to estimate to what extent civil and public authorities should be given the right to collect and deal with information about each and every one of us. The right of expression, the right to review the public authorities, the right to a fair trial and the right to human dignity are fundamental human rights;
- Believes that the human dignity is a human right which only can be limited if it is acceptable in a democratic society, as stated in the European Convention on Human Rights;
- Notes that the European Council in several resolutions and recommendations has expressed the importance of the responsibility that lies on the Member States for truly implementing the UN Charter of Human Rights in each country;

- Notes that since the 1st of March 2007, the EU has an EU Agency on Fundamental Rights. The objective of the Agency is to provide assistance and expertise relating to fundamental rights to Community Institutions and Member States when implementing Community Law;
The ELDR Congress in Berlin
- Calls upon the ELDR parties to incorporate into their political work respect for human rights at each political level;
- Calls upon its member parties to strengthen the rights of individuals in order to create a liberal and open society;
- Calls upon its member parties to analyze existing and proposed laws regarding the human dignity and the principle of proportionality, as stated in the European Convention on Human Rights;
- Calls upon the European Commission to put higher importance on human dignity aspects in all its work.
