Situation in Kosovo and Serbia

The ELDR Congress

- Notes that the Serbian Parliament has started working on the draft Constitution that  includes an explicit reference to Kosovo being a part of Serbia.

- Notes that a referendum is being planned to approve the Constitution which may effectively result in Serbia withdrawing from the negotiations concerning the future status for Kosovo.

- Notes that the Russian federation has hardened its position against an independent Kosovo.

- Emphasises the positions taken in the ELDR urgency resolution adopted on 23 September 2005 in Bratislava and the Liberal and Democrat declaration adopted on 8 April 2006 in Strasbourg with the objective to achieve a sustainable final status for Kosovo.

- Acknowledges that Kosovo is already effectively under UN administration and a move towards independence would not set a precedent for other territories

The ELDR Congress
 
- Calls upon ELDR member parties and the EU to maintain pressure on all actors and to reconfirm their support for the UN negotiations and the ultimate recognition of an independent Kosovo dependent on the conditions stated in the resolution adopted at the ELDR Congress in Bratislava on 23 September 2005 and the Liberal and Democrat declaration adopted on 8 April 2006 in Strasbourg.
