Resolution on the Mediterranean

The European Liberal Democrat and Reform Party, convening in Bratislava, Slovakia, on 24 September 2005,

Until a few years ago everyone tended to see the Mediterranean as a fault-line between civilizations.

The waters of the Mediterranean separate the Europeans from the southern populations, at some points by a distance of only a few kilometres. And there are circumstances conducive to such a problematic confrontation, the most important of which is the strong demographic growth of the south in comparison with the very slow growth of the north. Above all, it might become a serious front line in the event the situation in the Middle East and neighbouring areas gets worse.
The ELDR Party congress,
-       Is fully committed to work, in the Mediterranean area, for cooperation rather than fracture.
-       Calls to cooperate as much as possible with the projects that help in Morocco, Algeria, Tunisia, Libya or Egypt; to develop truly democratic societies where there is freedom and economic progress.
-       Supports people that are fighting for democracy inside the Maghreb society.
Very soon, in November, we will have a major opportunity to assess the possibilities for this dialogue and this exchange. It will be ten years since the meeting that initiated the Barcelona Process. Ten years on is a good time to see how far we have come and what possibilities lie before us.
What can we do to strengthen these democratic processes?
Considering the importance for the strengthening of the democratic process of dialogue between Europe and the Maghreb and interchange at all levels.
-       ELDR calls to promote economic trade between Europe and Maghreb countries, in order to create a strong free trade area. At all events, until the two shores of the Mediterranean enter the free trade or we make the Maghreb countries even more favoured partners of the European Union, we call to promote greater economic development by for example establishing companies there. In this way we will demand Maghreb’s governments to guarantee more judicial security and less state control.
-       ELDR calls our neighbours for strengthening democracy, human rights and good governance practices. Result of no action on these domains will be destabilisation not only for “them” but for Europe as well, where the visible effects will be worsening of terrorism, organised crime, prostitution networks, drug, etc.
-      ELDR calls European Union to actively operate for a quick and satisfactory resolution of the Palestinian-Israeli conflict, source of instability for the whole region.

-       ELDR demands an enhanced cooperation with our neighbours in the south of the Mediterranean, in the way of the Barcelona Process, set in 1995.
